Check to make sure the user isn't using a Microsoft account to login to the computer. If they are, they likely are using their efca.org email address with their Microsoft personal account AND might also be using the same password as their work account. Change the email address with the personal Microsoft account to something else. Then Office can authenticate. You may have to uninstall Office and install again as well. Worst case, change to a local user account and move data over.
